On 07/25/08 at approx. 2005 hours officers of the Johnson City Police Department responded to Belk’s, 2011 N. Roan St, in reference to a subject attempting to steal jewelry from the merchandise counters.  Upon arrival, officers apprehended Matthew Isenberg, 23 yoa, of 3336 Horseshoe Dr, Kingsport, and charged him with Felony Shoplifting after discovering he had jewelry in his possession valued at approx. $675.00 that he had stolen from JC Penney’s.  Mr. Isenberg also had in his possession a device used to ingest illegal drugs.  He was charged with Felony Shoplifting, Possession of Drug Paraphernalia, and Public Intoxication.  Mr. Isenberg was transported to the Washington County Detention Center where he is being held in lieu of a $6,500 bond and is scheduled to appear in General Sessions Court to be arraigned on 08/08/08 at 1330 hours.

On Friday, July 25, 2009, at 1800 hours officers of the Johnson City Police Department arrested Tracy N. Hicks, 22, of 1708 Skyline Drive, Johnson City on a charge of felony shoplifting by taking $652.98 worth of merchandise from Kohl’s, 190 Marketplace Blvd, without making payment.  Hicks was released on a citation with a preliminary hearing set for Sessions Court on August 14, 2008 at 9:00 am.

On Wednesday, July 23, 2008, officers of the Johnson City Police Department arrested Jonathon W. Armstrong, 31, of 2304 Sherwood Drive, Kingsport, on a warrant charging him with Habitual Motor Offender, Felony Evading Arrest, and Reckless Endangerment.  Armstrong was entered into the Washington County Detention Center under an $8,000.00 bond with arraignment set for 07-24-2008 at 9 am.

     On 07/25/08, officers of the Johnson City Police Department arrested Louene K. Rash, 45 yr old w/f, 211 Spring Dr., Johnson City TN, and charged her with Criminal Simulation over $500.  Ms. Rash was arrested after she attempted to pass a counterfeit money order at Wal-Mart, 3111 Browns Mill Rd.  She is currently being held in the Washington County Detention Center on a $10,000.00 bond.  She is scheduled to appear in Washington County General Sessions Court on 07/28/08 at 1:30 pm.

     On 07/25/08, officers of the Johnson City Police Department arrested Expunged Record  and charged him with Theft of Property over $1,000.  The arrest is the result of an investigation into a theft that occurred on 06/06/08 at World Finance, 2708 N. Roan Street.  Expunged Record, who was employed with the company, was in charge of making the nightly deposit on 06/06/08, but instead, took approximately $2,700.00 from the company to be used for personal gain.  Expunged Record is currently being held in the Washington County Detention Center on a $10,000.00 bond.  He is scheduled to appear in Washington County General Sessions Court on 07/28/08 at 1:30 pm.

On 04/20/08 Officers of the Johnson City Police Department arrested Kyle J Bowling, 06/24/89, 1226 Gap Creek Rd., Elizabethton for Reckless Endangerment.  Bowling was seen getting onto I-26 traveling at a high rate of speed.  Bowling passed vehicles in the emergency lane almost causing an accident.  Bowling continued to accelerate to 115 mph on the interstate with traffic being moderate.  Bowling was stopped by officers and taken into custody.  Bowling is being held in the Washington County Detention Center in lieu of a $2500.00 bond.  Bowling is scheduled to appear in Washington County General Sessions Court on 04/21/08 at 1:30 p.m.

On July 24, 2008, Officers of the Johnson City Police Department arrested EXPUNGED RECORD, W/F (DOB 01/13/XX), of XXX Brystone Dr., Gray, TN, 37615, as the result of an investigation of multiple instances of forgery that occurred at 503 N State of Franklin Rd.  EXPUNGED RECORD is accused of stealing, forging, and then cashing multiple checks belonging to the business at which she was employed.  Upon learning of the charges placed on her, EXPUNGED RECORD turned herself in at the Johnson City Police Department.  EXPUNGED RECORD was placed under arrest for eighteen counts of Forgery and one count of Theft of Property over $10,000 and transported to the Washington County Detention Center.  EXPUNGED RECORD was released on an O/R bond and her preliminary hearing is scheduled for 08/28/08 at 1:30 p.m. at Washington County General Sessions Court.

     On 07-23-08 officers of the Johnson City Police Department arrested James Travis Cox, 29 yr old w/m, 502 Mack St., and charged him with three counts of Aggravated Assault.  The arrest is the result of an investigation in which Mr. Cox allegedly threw an object at family members during a dispute.  The object struck the arm of a juvenile girl causing injuring.  James Travis Cox is currently being held in the Washington County Detention Center on a $15,000 bond and is scheduled for arraignment in Washington County General Sessions Court on 7/24/08.

      On July 22, 2008, Investigators of the Johnson City Police Department were dispatched to 607 E. Fairview Avenue, Johnson City to conduct a death investigation. Upon arriving, Investigators discovered a Katherine M. Ray, 2/3/65 of 607 E. Fairview Avenue, Johnson City, Tennessee dead as a result from an apparent gunshot wound. The body of Ms. Ray was taken to the University of Tennessee Forensic Pathology Department where an autopsy will be completed. No foul play is not expected at this time. The investigation is continuing.

     On July 22, 2008, officers of the Johnson City Police Department arrested Steven Barker, 27 yr old w/m, 2708 Ash St., Exeter, Virginia.  Mr. Barker was charged with 3 counts of Forgery under $500 and Theft of Property under $500.00.

The arrest was the result of an investigation where Mr. Barker cashed a stolen check made payable to himself at Eastman Credit Union on July 1, 2008.  Mr. Barker used his Virginia driver’s license as identification to cash the check.  Two other checks were passed at area businesses by Mr. Barker.  He is currently being held in the Washington County Detention Center in lieu of a $3,000.00 bond.  He is scheduled to appear in Washington County General Sessions Court on July 23, 2008.

     On July 20, 2008, at approximately 6:33 p.m., officers arrested a Unicoi, TN woman on a charge of Driving Under the Influence 5th offense.   Beth A. Foster, W/F, 240 Sciota Woods Ct., Unicoi, TN (date of birth 10/1/67), was arrested after officers stopped the driver of a 2000 Chrysler Voyager for failing to exercise due care and narrowly avoiding an accident.   After officers detected an odor of an alcoholic beverage on her breath, and seeing that her eyes were watery and glassy, asked Miss Foster to perform a series of standardized field sobriety test, which she refused.  Miss Foster was taken into custody for DUI and after checking her license status, found that she has four previous convictions for DUI.  She was charged with DUI 5th offense, Failure to exercise due care, and violation of implied consent.  She was booked into the Washington County Detention Center on a $10,000 bond with an arraignment is set for July 21, 2008 at 1:30 p.m.
